"notes": "As an Istrian-born pupil of Meninsky, he begins to learn the oriental languages and continues his independent training with Turkish language instructors in Bratislava, Rome and Constantinople. He was appointed as a Hungarian interpreter in the chancellery of the Council of War and was later appointed as Secretary for Oriental Languages. From 1674, with imperial permission and Jesuit support, he trained oriental interpreters in form of university classes, and was a prominent school organizer and professor of oriental languages at the University of Vienna. In 1678 he travels to Constantinople with three of his students to improve their knowledge. In 1683 he distinguishes himself at the siege of Vienna for his service to the defenders. In 1699, after Meninsky's death, he unsuccessfully applied for the post of chief interpreter, continuing to work as a teacher and oriental language secretary until his death.",

Meyer, ein katholischkonservativer Schweizer Emigrant, wurde von Belcredi „mit dem Vertrauen beehrt“, neben seiner Stelle als Chef der Präsidialabteilung des Staatsministeriums auch die Geschäfte des Ministerrates zu leiten. Er trat aus dem Status des Staatsministeriums in den der Ministerkonferenz über321. Die Begründung, die Belcredi für dieses Revirement angibt, liefert einen Hinweis auf den Zusammenhang dieser personellen Neuregelung mit dem neuen Kurs des Ministeriums: „Es scheint höchst notwendig, auf die erste Stelle im Status des Ministerkonferenzpersonals einen Mann zu berufen, der vollkommen vertrauenswürdig ist und durch die früher befolgte Richtung und hiedurch hervorgerufenen persönlichen Verbindungen nicht befangen erscheint. Eine solche Persönlichkeit ist Ritter v. Meyer322.“\r\n\r\nEs ging ganz offensichtlich darum, ein letztes Erbstück der Revolutionsära, die Kanzlei des Ministerrates als Symbol einer politischen Idee, zu liquidieren323. Von dieser Perspektive aus gesehen, ist das Kompromiß von 1865 doch als Sieg des Absolutismus zu erkennen, eines Absolutismus, der sich allerdings die Scheinfassade des Konstitutionalismus zu erhalten suchte.",

"notes": "Born around 1622, he was admitted to the apprentice interpreters in 1644, trained in Constantinople until 1651, then by Michel D´Asquier in Vienna - he was removed from the Porte due to his unsatisfying behavior. In 1653, he temporarily studied in Győr with Josephus Barbatus and performed minor interpreting duties. In 1658, he performed a minor diplomatic mission to the camp of the grand vizier in Belgrade, one year later he was sent with the internuntius to Constantinople and to the Ottoman governor-general of Buda. In Vienna, he was not only an interpreter for the Aulic War Council, but also an officer for the Oriental Trading Company and an escort for Ottoman and Tatar embassies. In 1672, he unsuccessfully applied for the position of resident envoy to Constantinople. In the Great Turkish War he served mostly in Vienna, and for shorter periods with general Caraffa in Upper Hungary and in Buda until his death in 1694.",

Er war also ab diesem Zeitpunkt ständiges Mitglied der Ministerkonferenz, dazu WAGNER Kriegsministerium 1, 137; Grünne nahm am 20.03.1857 zum erstenmal teil, ließ sich aber in der Folge fast immer vertreten, meistens durch FML. Friedrich Freiherr Kellner v. Köllenstein, gelegentlich durch FML. Karl Freiherr Schlitter v. Niedernberg.",
